One-time assistance for people with disabilities - what has changed in July.


What you need to know about the one-time payment for people with disabilities
According to government resolution No. 765 dated June 25, 2025, the Pension Fund is responsible from July 1 of the current year for the appointment and payment of one-time assistance to people with disabilities who suffered due to explosive objects. The right to such support is provided for:
- citizens who have disabilities due to injuries received in the territory caused by explosive objects, according to clause 1 of article 1 of the law 'On Mine Action in Ukraine';
- children who have disabilities under 18 years for similar reasons.
Such compensations are appointed upon application no later than 60 calendar months after establishing the fact of the connection between disability and the injuries received from explosive objects:
- children under 18 years - based on the conclusion of the medical consulting commission of the medical institution;
- persons over 18 years - based on the conclusion of the medical and social expert commission/extract from the decision of the experts on the assessment of the individual's functioning.
How to receive one-time assistance for people with disabilities
Starting in July, citizens will apply for one-time assistance related to disability due to explosive objects in a new way by submitting an application to:
- the service center of the Pension Fund;
- authorized persons of the city authorities/CNAP;
- on the PFU e-services portal, in the PFU mobile application, on the 'Diia' state services portal;
- through postal services.
They need to collect the following documents:
- application for assistance payment;
- document proving identity;
- identification code;
- birth certificate (for children under 14 years);
- decision of local authorities or court regarding the establishment of guardianship for an orphan child/child deprived of parental care.
Earlier we wrote that in Ukraine, people with disabilities have been given the opportunity to receive financial assistance through a project from the German non-governmental organization 'Alliance of German Samaritan Workers' (ASB). The funds will only be provided to residents of Poltava region. We also informed that people with disabilities can participate in vocational training programs. Some will receive microgrants for their own business up to UAH 54,000. The Pension Fund of Ukraine clarified the rules for providing one-time compensation to people with disabilities and children with disabilities under the age of 18 due to injuries caused by explosive objects, and also explained how to receive this assistance. The new rules concern appeals to various institutions and the necessity of certain documents to receive compensation.
