Compensation for destroyed housing: how to implement a housing certificate through eRecovery.


The Ministry of Community and Territorial Development of Ukraine has announced that Ukrainians can receive compensation for destroyed housing in the form of a certificate to purchase new accommodation. This opportunity is provided through the state program eRecovery.
If you already have a housing certificate to purchase new housing, you need to take the following steps: first, reserve funds with the certificate. This can be done in the application or on the Diya portal, as well as through the CNAP. If there are enough funds in the budget account, you will receive a notification of successful reservation within 5 days. If there are not enough funds, your application will be placed in the electronic queue. The queue prioritizes military personnel, families of fallen soldiers, people with disabilities, and large families.
After reserving funds, you need to terminate the ownership rights to the destroyed housing. This can be done at a notary or state registrar. It is important to remember that ownership rights can only be terminated after receiving the housing certificate.
After this, you need to formalize the sale and purchase agreement. You are given 30 days to conclude such an agreement. If you have several housing certificates, you can use them to purchase one or several different housing objects. There is also the possibility of joint housing purchase with another person who has a housing certificate. In this case, the certificates must be reserved simultaneously.
It is important to note that if the only housing has been destroyed, you can receive funds for the implementation of the housing certificate from the funds allocated to support internally displaced persons (IDPs). To obtain such a certificate, you need a current certificate of internal displacement, which can be obtained from the local council. Even if the displacement occurred within one community, you can obtain the status of an internally displaced person.
This program is an important step in restoring the housing stock after the destructions. It allows citizens to receive compensation and purchase new housing, thereby ensuring conditions for comfortable living. This program is aimed at those who have suffered the most as a result of conflicts or disasters and helps them build a future.
